Njïä-áfhiw Xluwuf (/njɪˈɑ/ /ə˞fˈhiw/ [scared; afraid; reluctant] [icon; idol]) is a subtropical Small City located in the Veláïkulk Principality of the Tano.
The name Njïä-áfhiw Xluwuf is derived from the Goblin language, as Njïä-áfhiw Xluwuf was founded by Glêd, who was culturaly Gnoll.
Climate
Njïä-áfhiw Xluwuf has a yearly average temperature of 3°C (37°F), with its average temperature during the summer being a cold 4°C (39°F) and its average temperature during the winter being a cold 2°C (35°F). Njïä-áfhiw Xluwuf receives an average of 205 cm/y (80 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. Njïä-áfhiw Xluwuf covers an area of nearly 14 km2 (5 mi2), and an average elevation of 1650 m (5413 ft) above sea level.
Overview
Njïä-áfhiw Xluwuf was founded durring the late 14th century in winter of the year 1290, by Glêd. The establishment of Njïä-áfhiw Xluwuf was only bairly constructed. The sheer number of problems with its founding were enough to make several of the backers funding Njïä-áfhiw Xluwuf's construction back out of the project. Glêd pushed on reguardles, and Njïä-áfhiw Xluwuf was finished, but starts off as a terible place to live.
Njïä-áfhiw Xluwuf was built using the conventions of Gnoll durring the late 14th century. Naturaly, all settlmentss have their own look to them, and Njïä-áfhiw Xluwuf is no diffrent. The city's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
Njïä-áfhiw Xluwuf is buildings are speckled and packed arround restrictive paverstone streets with seemingly no patern to them. It appears as if the city's residents simply built streets as they pleased and squeazed buildings in wherever and howeave rpossible, creating an organic, frustrating to navigate, maze of a city. The city is the proud owner of a properly designed set of renforced walls made from mighty querried stone blocks. Their construction and material choices would make a dwarf weap with joy, for each and every part of the elaborate fortifications are purly functional and robust well byond reason. Even nonexperts can tell the walls are an excelent defencive structure. The exceptionaly well made fortifications has suffered a visible ammount of structural damage, leaving them effectivly useless. One can't help but wonder why the has not yet effected repairs.
Njïä-áfhiw Xluwuf is not quite well. Something happened here, perhapse recently, perhapse long ago. Whatever it was, it settled into the very soul of the city like a festering wound. The people go about their day well enough, but there’s a tention in the air you can cut with a knife.
Civic Infrastructure
Njïä-áfhiw Xluwuf has an animal control department which works to enforce local ordinances relating to the control, impoundment, and disposition of animals.
Njïä-áfhiw Xluwuf has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Njïä-áfhiw Xluwuf. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Njïä-áfhiw Xluwuf's parks.
Njïä-áfhiw Xluwuf has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Njïä-áfhiw Xluwuf.

Njïä-áfhiw Xluwuf has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Njïä-áfhiw Xluwuf's public wards, blessings, and other arcane systems.
Njïä-áfhiw Xluwuf possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Small City. Njïä-áfhiw Xluwuf's grid is powered by an arcane means.
Njïä-áfhiw Xluwuf's old civil lighting system was converted to Galvanic Lamps recently, and expanded to provide nighttime illumination to all city streets.
Njïä-áfhiw Xluwuf has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Njïä-áfhiw Xluwuf's natural decorations nor waterways.
Njïä-áfhiw Xluwuf has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.
Njïä-áfhiw Xluwuf has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Njïä-áfhiw Xluwuf has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
Njïä-áfhiw Xluwuf has a long tradition of martial expertise. This may be a crisply-organized history of skilled native levies, or it may be a natural belligerence in the people that leaves them familiar with bloodshed. While their neighbors and liege doubtless respect their talents, this very aptitude might make them more willing to turn to steel than prudence would advise.
Njïä-áfhiw Xluwuf's town hall was built using a different architectural style from the rest of the town. The style used is which made use of the classical orders and mathematically precise ratios of height and width combined with a desire for symmetry, proportion, and harmony. It used columns, pediments, arches and domes are imaginatively in buildings of all types. Decorative features were seen as largely unnecessary as the sheer beauty of the structure itself was often close to art. In time immemorial, reportedly some time during the early 2nd century the Kami solved a major long term problem plaguing the town. One of Njïä-áfhiw Xluwuf's local festivals commemorates this miracle.
